Bruce Wayne's Batman never joined the Justice League. He never had a reason to. He liked to work alone (he has like 8 kids). He needed to work alone (Alfred has been cleaning up after him for decades). He never wanted to work in a team (he literally does every single day). At least until they became persistent enough.
