Or: Batman adopts Billy Batson, but while Batman knows going into it that Billy Batson is Captain Marvel, Billy has no idea that he's going to be living with Batman.

You know the reason why the stock markets are really crazy right now, that’s all thanks to the fact Sintra had been running around headless without leadership for the past ten years! Crazy isn’t it?
‘A real witch, that I really did deal with. Along with all my co-workers trying to do things like murder me, kill me, unalive me. Homicide and suicide, that’s what they call a Tuesday lunch break over there, big city folks sure are quirky, ha.
‘I think I've discovered ten new feelings there and none of them are positive. Turns out trapping magical beings that can turn the world upside down is not a good or sane idea, and now a snot nosed brat is running Sintra Corp. I've died there and come back, and seen the devil. There was no god in Sintra Corp, and quite possibly the rest of the world'.

Billy Batson never really took much care in hiding his identity beyond just never alluding that he and Captain Marvel were one in the same. After all, no one's noticed him transform. Not even when he shouted SHAZAM right in front of the Justice League.
Or I've been reading Golden Age comics and Billy just transforms in the wildest of situations and no one ever notices. People will literally have their hands on him and they won't notice. Other people need to bask in this absurdity.
