Dabi notices Duster sneaking out after another meeting with his teacher where his idea was clearly shot down in favor of having the League continue to twiddle their thumbs. He decides to follow him out and find out what is going on.
And maybe he should have asked more questions about exactly what type of club they were going to looking for Shigaraki's contact. But the time for that has definitely passed when they're standing in line waiting to get into the sex club that Duster apparently frequents.
